White Mountain Economic Development (WMED) is a 501(c)(3) nonprofit organization dedicated to fostering job creation and economic development in rural towns and cities throughout the southwest. Our mission is to empower communities by providing essential support and resources to stimulate local economies and improve quality of life.
At WMED, we specialize in conducting feasibility studies to assess the potential for business incubators in rural areas. President / CEO
Donald Laughlin
Donald Laughlin is the President and CEO of White Mountain Economic Development (WMED). With a wealth of experience across both for-profit and not-for-profit sectors, Donald brings a global perspective and a strong commitment to fostering economic growth and community development.
Donald holds two Master’s Degrees, reflecting his dedication to continuous learning and excellence. He earned his first Master’s Degree in Organizational Development from Azusa Pacific University, where he honed his skills in operations management, teamwork, organizational structuring, leadership, and strategic planning. His pursuit of advanced expertise led him to obtain an Executive MBA from the University of Southern California, focusing on corporate governance, leadership development, strategic financial positioning, and managing high-growth entities.
Throughout his career, Donald has successfully held various executive roles, including Chief Financial Officer, Chief Operations Officer, Chief Administrative Officer, and Board of Directors Member. His multifaceted experience equips him with the ability to drive WMED’s mission forward, ensuring effective enterprise governance, fostering a positive and engaging corporate culture, and securing the financial resources needed for sustained growth.

Executive Director
Russ Yelton
Russ Yelton is the Executive Director of White Mountain Economic Development (WMED), bringing a wealth of experience in community development and business growth. With a proven track record in supporting municipalities and scaling businesses, Russ is passionate about fostering economic prosperity in rural areas.
Russ's extensive background in business incubation and his robust network of professional contacts enable him to guide projects to success. He excels in helping both business incubation projects and private companies secure angel investment, private equity, and venture capital, providing the critical support needed to scale and thrive.
Before joining WMED, Russ served as the Chief Executive Officer of Pinnacle Transplant Technologies (PTT), a pioneering regenerative medical company. At PTT, he played a pivotal role in strategic direction, shaping corporate culture, and managing overall growth. Under his leadership, PTT developed innovative allograft tissue for transplant and an advanced amnion fluid product line, establishing a strong reputation in the medical field.
